Webinar: Petrochemical Buildout in the United States

Online – Think About Energy Briefing hosted its first webinar that focused on the Petrochemical Buildout in the United States. George Stark, Cabot Oil & Gas Corporation, moderated the discussion. Experts discussed the Petrochemical Industry and current opportunities within the Appalachian Basin. Panelists provided a historical overview of global development and outlined the opportunities before the Appalachian Basin to benefit from the economic growth surrounding the development of a hub in Northeast United States.

Tom Gellrich, President of TopLine Analytics, stressed how the Appalachian Basin can benefit as a result of the recent coronavirus. “The front line of defense is chemicals,” said Gellrich. Gellrich went on to highlight the numerous medical products that are helping to fight the virus. “Soap, hand sanitizers, disinfectants to medical PPE (personal protective equipment) are all products from the shale gas and chemical revolution.” Mr. Gellrich’s full presentation can be viewed online.

Greg Kozera is the Marketing & Sales Director for Shale Crescent USA. Shale Crescent is centered on the goal to deliver targeted messaging to high energy intensive industry decision makers of repeatable and validated technical analysis which demonstrate significant Shale Crescent USA economic and strategic advantages for their businesses. Embedded in the success formula is the goal to advance synergies with local, regional, and state economic development organizations. “We have a once in a lifetime opportunity,” said Kozera. “We should be manufacturing gloves and masks … and bringing the manufacturing of pharmaceuticals back here,” he said. Highlighting a recent study completed by the Pennsylvania Manufacturers’ Association (PMA), Carl Marrara highlighted the potential economic impact in Northeast and Northcentral Pennsylvania. Mr. Marrara is Vice President of Government Affairs for PMA.  “Once construction is complete, there would total 300 direct jobs, but those 300 direct jobs would spur 717 indirect and induced jobs,” said Marrara. Mr. Marrara went on to discuss House Bill 1100 which was recently vetoed by Pennsylvania Governor Wolf. This bill would provide tax credits for facilities to locate within Pennsylvania based on investment and job creation thresholds. West Virginia recently passed a similar bill in their legislative session. Mr. Marrara’s presentation is posted online.

    George Stark is the Director of External Affairs for Cabot Oil & Gas Corporation. In this role, George directs external and internal outreach including government affairs, advertising, media relations, corporate social responsibility, and
    communications campaigns. He also oversees efforts in building community relationships and furthering workforce development and natural gas utilization within the industry.

    In addition to his roles on several oil and natural gas industry organizations, George currently serves on the Board of Directors for the Pittsburgh Airport Area Chamber of Commerce and the Community Foundation of the Endless Mountains.

    He holds a Bachelor of Arts in Political Science from Dickinson College and is a graduate of Leadership Pittsburgh. Prior to Cabot, George worked at Columbia Gas of Pennsylvania/Maryland for 15 years and most recently held the position of Director of External Affairs during his tenure. He lives in Wheeling, West Virginia with his wife and three daughters.

    Carl A. Marrara is the Vice President of Government Affairs for the Pennsylvania Manufacturers’ Association (PMA), a statewide business organization representing the interests of manufacturers in Pennsylvania’s public policy process since 1909.

    Carl oversees the strategic external communications of the association. He acts as a writer, producer, and reporter for PMA Perspective, a weekly half-hour news program on Pennsylvania business, government, and politics. He also acts as the editor of the PMA Bulletin, a premier in-depth analysis of current issues facing Pennsylvania businesses.

    Carl serves as the chief lobbyist for the association and focuses on legislative research and analysis, bill tracking, and grassroots activation through PMA’s Advocacy Toolkit. He also maintains the PMA partnership with the Business Industry PAC in Washington, DC by deploying the “Pennsylvania Prosperity Project;” a toolkit for employers to engage their employees in voter registration and legislative issue education. He has successfully maintained relationships with key state legislators, legislative staff, as well as congressional members and congressional staff. To better advocate pro-growth policies, Carl focuses on building coalitions with allied stakeholders such as regional manufacturing associations, trade groups, and national advocacy organizations. He also directs PMA PAC, the affiliated political action committee of PMA.

    While at Elizabethtown College, Carl served on the successful campaign of state Senator Mike Folmer (R-48). Upon graduation, he accepted a position as an Issue Manager with the Pennsylvania Business Council where he focused on the policy areas of energy, environment, health care, workforce development, and lawsuit abuse reform. Immediately prior to joining PMA in May of 2012, Marrara worked as the Manager of Government Relations for the Pennsylvania Pharmacists Association (PPA). While at PPA, he managed PharmPAC and acted as the chief lobbyist for the organization.

    Carl graduated with a Bachelor of Arts in Political Science from Elizabethtown College in 2009, and obtained a Master of Arts in Public Policy from New England College in 2012. In the community, Carl serves as the President of the Harrisburg Chapter Elizabethtown College Alumni and as a volunteer for the Pennsylvania Free Enterprise Week. As a life-long Pennsylvanian hailing from Danville, Carl now calls Mechanicsburg home with his wife Kelly and daughter Abigail.

He has been involved in several start-up opportunities – innovation – balanced with Fortune 50 experience – rigorous application. At Elemica, a B2B service company that Tom was instrumental in founding, he managed all aspects of European operations but focused on customer acquisition. Prior to Elemica, at Arkema/Atofina, Tom held a variety of positions in Strategic Planning, Business Management, and Business Consulting. His entry to the business world was with Exxon Mobile, moving from engineering to project management and business roles.
